The Greenbriar Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended and established on January 18, 2024 by the Board of County Commissioners of St. Johns County, Ordinance No. 2024-1 as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.
The Greenbriar CDD is located entirely within St Johns County, Florida and covers approximately 1,304.54 acres of land. The site is generally located south and east of Longleaf Pine Parkway, north of Greenbriar Road, and west of Veterans Parkway.
The exclusive charter for the District shall be the uniform community development district charter (Uniform Charter) as set forth in Florida Statutes 190. The general powers and functions of the District are described in Chapter 190, Florida Statutes. The District is also authorized to exercise additional special powers to finance, fund, plan, establish, acquire, construct, reconstruct, enlarge or extend, equip, operate and maintain systems and facilities for parks and facilities for indoor and outdoor recreational, cultural, and educational uses, and security, including but not limited to guardhouses, fences and gates, electronic intrusion-detection systems, and patrol cars, as authorized and described in Section 190.012(2), Florida Statutes.
A Community Development District (CDD) provides the 'solution' to Florida's need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. CDDs represent a major advancement in Florida's effort to manage its growth effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community's facilities.
